Abstract
Western Highlands is one of several Papua New
Guinean provinces caught in the suffocating
grip of poor governance. It has a woeful record of administrative ineptitude, dreadful financial management and political interference with public service functions. These are deeply entrenched problems that have been allowed to grow over time and are not restricted to a particular administration or government.
