Abstract
The distribution of growth between cities is one dimension of the pattern of economic development. It can make a large difference to the economic efficiency of a country. Our particular concern here is the distribution of economic growth between large and small centres. The question we want to answer is whether the distribution that has emerged in recent years has maximized national income. It does not reduce the generality of the question, to ask it in the form: ’Should we adopt a policy of decentralization?’ We may conclude: ’No. In fact we should promote greater concentration in the existing large centres'.
