The Centre for Aboriginal Economic Policy Research (CAEPR) is a unique national and international centre, a leading research think-tank on Indigenous policy issues, and operates in a complex political arena. Since 1990 it has established an unrivalled reputation and track record in a difficult public policy area of national significance. A central goal at CAEPR is to continue to create and build long-term partnerships with Indigenous stakeholders with a view to supporting and working with key individuals and organisations in the areas of research, education and policy development. The Centre is funded from a variety of sources including the ANU, the Australian Research Council, industry and philanthropic partners, the Department of the Prime Minister and Cabinet, and State and Territory governments. The principal objective of CAEPR is to undertake high-quality, independent research that will assist in furthering the social and economic development and empowerment of Aboriginal and Torres Strait Islander people throughout Australia. It aims to combine academic and teaching excellence on Indigenous economic and social development and public policy with realism, objectivity and relevance. CAEPR is committed to disseminating its research as widely as possible through print and electronic publication and since 1991 has undertaken an active publications program.

Aboriginal health and institutional reform within Australian federalism

This paper examines relationships between institutional reform within Australian federalism and Aboriginal health, both historically and in prospect. It begins with a brief historical analysis of government involvement in the general health arena within Australian federalism. It then provides a more extended historical account of government involvement in Aboriginal health and the emergence in the last 25 years of a group of important non-government players, the Aboriginal community-controlled health services. A more normative prescriptive analysis then follows, which identifies lessons from past experiences and enunciates principles for future action. These lessons and principles relate in particular to ideas about complexity and the need for greater role clarification and coordination in institutional arrangements for Aboriginal health. We argue for a view which in large part accepts this complexity and sees a need to draw organisations and their efforts into the Aboriginal health arena, rather than drive them out. We also, however, caution against drawing in all relevant organisations in related fields such as housing, education and infrastructure provision in the name of 'intersectoral collaboration'. A third argument suggests, perhaps counter intuitively, that measuring the success of institutional reform in Aboriginal health should to some extent be disarticulated from changes in substantive Aboriginal health status. A brief penultimate section of the paper looks at current general developments in the health arena. The conclusion of the paper identifies the key challenge and current opportunity for institutional reform within Australian federalism relating to Aboriginal health. This relates to the linking of responsibility sharing within Australian federalism and Aboriginal self-determination.

Indigenous participation in health sciences education: recent trends in the higher education sector

The focus of the exploratory research detailed in this paper is on Indigenous participation in health sciences education and training. While there is evidence in recent years of increasing levels of participation in higher education in general by Indigenous students, until now it has been unclear to what degree that trend has carried over into the health fields. The research was undertaken in order to identify and analyse available data pertaining to Indigenous health training participation in higher education with an aim to assist policy makers in shaping workforce development efforts in the various health fields. The research articulates with a broad base of policy study, strategy and framework documents relevant to the continuing development of an Indigenous health workforce.

Performance indicators for Aboriginal Health Services

Performance indicators, which are simply variables that help to measure change, have been highly contentious in the area of Aboriginal health. This discussion paper focuses on the introduction of performance indicators for Aboriginal Health Services by the former Department of Aboriginal Affairs and subsequent attempts by the Aboriginal and Torres Strait Islander Commission (ATSIC) to implement their collection. This paper addresses some of the difficulties implicit in the way in which performance indicators have been linked to funding allocations, and the difficulties experienced by Aboriginal community-controlled health services in providing the data requested. Often the data requested in the past have not been relevant either to monitoring performance, or to assessing health status. The paper examines conceptual problems associated with indicators, and makes overall policy recommendations.

This paper reports the results of an exploratory study of recent (1994-97) indigenous participation in health sciences education and training in the vocational education and training (VET) sector.
